Senedd Considers Recall System for Politicians
New proposals are being considered to allow the Welsh public to remove misbehaving politicians from the Senedd, addressing a current lack of accountability for misconduct that contrasts with the recall system in the UK Parliament. This initiative comes after the case of Rhys ab Owen, who was suspended for 42 days due to inappropriate behavior but returned without facing a by-election, highlighting the gap in rules. The Senedd's Standards of Conduct Committee is exploring the introduction of a recall process aligned with the anticipated expansion from 60 to 96 members in 2026. However, unlike Westminster, there will not be by-elections triggered by recall petitions under the new system. Currently, MPs can be recalled after being suspended for ten days or more, or sentenced to less than 12 months in prison, a model that the Senedd may adapt. Although the proposal has garnered cross-party support, it was notably omitted from recent legislation aimed at expanding the institution.
