Jahlil McNeal, 23, of Atlantic City, has been arrested and charged with four counts of animal cruelty, failure to provide care to animals, theft of services, and witness tampering. McNeal was identified from surveillance footage showing him throwing four dogs over the fence of the Humane Society of Atlantic County between April and July. The incidents, captured on video, showed the dogs landing dangerously on their sides, with one dog found to have distinct scarring and missing fur. The arrest was made during a traffic stop, and McNeal is currently held at the Atlantic County Justice Facility. Police are seeking additional information from the public to support ongoing investigations.
