Probe Reveals Misconduct in Delhi Coaching Centre Deaths

A magisterial probe into the tragic deaths of three civil services aspirants at a Delhi coaching center has unveiled significant misconduct by the Municipal Corporation of Delhi (MCD) and the fire department. The investigation report revealed that the coaching center, Rau's IAS Study Circle, engaged in criminal negligence by operating a library in a basement without proper drainage, risking the lives of students. Both MCD and fire department officials were aware of the violations prior to the incident but failed to take corrective action or seal the basement despite previous misuse warnings. The report criticized the fire department for granting a fire safety certificate without proper verification and noted that the building was only permitted for office/business use, not educational purposes requiring a No Objection Certificate (NOC). Following this, the MCD has initiated actions to seal basements of multiple coaching centers in violation of building bylaws. The probe has been escalated to the Central Bureau of Investigation (CBI) for further examination of the misconduct.
