EPA Official Accused of Ethical Violations
Joseph Goffman, the head of the EPA's air office, has been found to have violated federal ethics rules by participating in regulatory matters related to companies in which he held financial stakes, according to a report from the agency's Office of Inspector General. The report highlighted Goffman's involvement in crafting rules for medical device sterilization and air pollution regulations, despite having undisclosed investments in affected companies like Sherwin-Williams, Abbott Laboratories, Johnson & Johnson, and Medtronic. While the financial impact of these regulations on the companies may be minimal, the inspector general criticized Goffman for failing to assess potential conflicts of interest and not recusing himself from discussions. Goffman later sought a conflicts-of-interest screen, but the agency's counsel mistakenly advised him that he could participate in the rulemaking. The EPA has stated it is reviewing the report, while concerns have been raised about transparency and impartiality in Goffman's actions. Goffman has disputed the findings, claiming he adhered to ethical guidelines.
