San Clemente Council Approves New E-Bike Ordinance

The San Clemente City Council has unanimously approved new regulations for electric bicycles in response to rising safety concerns, including a helmet requirement for riders under 18 and prohibitions against unsafe operations. Mayor Pro Tem Mark Enmeier emphasized the need for improved safety for children on the streets, while the council aims to align local laws with state regulations. The move follows complaints from residents regarding e-bike misuse, including dangerous stunts and traffic violations. A recent UCSF study highlighted a concerning trend, showing e-bike injuries doubled from 2017 to 2022, with over 23,000 injuries reported in 2022 alone. This surge in incidents has prompted calls for stricter regulations as e-bike popularity continues to grow, with more than one million units sold last year. Public education and enforcement of safety measures, including speed limits and helmet use, are deemed essential for reducing risks associated with e-mobility.
